• Still focused on the Balmus expansion.  V740 is expanding, the target faction in Balmus is retreating, we’re on-target.
• Retreat mechanics: (carryover from last week)
  • Retreat on possible for non-native factions
  • Retreat triggered when influence drops to 2.5% or less
  • Runs for 1 day pending and 6 active ticks
  • If the faction is under 2.5% on the last day, they leave
  • Only the first (under 2.5% to start) and last (leave if still under 2.5%) day matter
